"Update 9/25/2018: It was pointed out in the comments that the 411.63 release notes lists a known issue in Windows 10 of "[Photoshop CC]: Corruption occurs after increasing image size. " So this is definitely just a driver bug that should be fixed in the next driver update. Smart Sharpen is not mentioned, but likely is being caused by the same underlying issue."
