Set the number of rounds to 1.
Set the difficulty mode to "Easiest".
Defeat "Seth" in the Arcade Mode, he's the final boss in the game with:
C. Viper - unlocks Cammy
Ryu - unlocks Sakura
Sakura - unlocks Dan
Abel - unlocks Fei Long
Chun Li - unlocks Gen
M. Bison - unlocks Rose
Here's how to unlock Special Characters:
This is based on setting of 1 round.
Akuma - After unlocking Sakura, Dan, Cammy, Fei Long, Gen and Rose, Fight him on arcade mode, to do that, Get at least 1 perfect, achieve 5 first attack, no continues, defeat Seth, and Akuma will show up, then defeat him.
Gouken - After unlocking Akuma, Sakura, Dan, Cammy, Fei Long, Gen and Rose, finish the game using Akuma, then fight Gouken on arcade mode, to do that, Get at least 1 perfect and at least 3 Ultra Finishes, achieve 5 first attack and no continues. Akuma's ultra is real easy to do, just press LP, LP, Back, LK + HP. Can also be done like this, LP, LP, Back + LK + HP.
Seth - End the game with all the other characters.
